Treasurer Peter Gutwein unveiled aspects of the much-anticipated Tasmanian Planning Scheme yesterday.

The plan gets rid of the 29 interim schemes, introduces State Planning Provisions for all zoning such as general residential or low density, as well as codes, such a bushfire or landslip, and development applications will be determined in 28 days.

Master Builders Tasmania executive director Michael Kerschbaum has welcomed the release, which he says will see a level of consistency to zonings, codes and other parts of the scheme.

“The only variations that will occur will be in the local provisions, which MBT believes is entirely appropriate,” Mr Kerschbaum said.

“The hard work will now start with the drafting of the scheme and the supporting legislation which will enable the Tasmanian Planning Scheme to take shape.”

Mr Kerschbaum said councils would retain control of local provisions and zonings, so they would see few changes.

“Critically, everyone working within the industry will get to use a consistent document that will provide certainty to all users, whether they are planners, architects, builders, developers or mums and dads,” he said.

Local Government Association of Tasmania chief executive Allan Garcia, who also sat on the government’s planning taskforce, said the level of consistency would be welcomed.

Mr Garcia said that although more details were to come out once the draft legislation was completed, what had been revealed so far provided a basic framework for stakeholders.

As it was, councils interpreted the state’s planning guidelines in their own way, whereas this would put an end to that, he said.

Mr Garcia said it would be important for the government to stick to the timelines regarding consultation with stakeholders and rolling it out.
